What does it mean when in Gen. 21:1 that God “visited” or “took note” (paqad, Strong’s lexicon No. 6485) of Sarah (Ex. 30:13; Ex. 38:25)?

What was Sarah’s appointment? What count or number starts with Sarah?

How did Abraham respond to Sarah’s request? What did God tell Abraham to do? Why did God tell Abraham to listen to Sarah?
