Deuteronomy 27-28: Tale of two mountains

Food for thought in Deuteronomy 27-28

Why didn’t King David follow the law of Deut. 27:22 by not punishing Ammon for raping his half-sister, Tamar (2Samuel 13)? What about the requirement for two or more witnesses (Deut. 19:15) and for a rape victim in a city to cry out during an attack (Deut. 22:23-29)? Also consider Ex. 22:16-17 and Deut. 22:28-29 which states that a man who seduces or forces himself upon an unmarried girl is required to marry her?

The NIV says the memorial stones were covered with plaster and were fieldstones. More literal translations such as the NASB refer to them as being “whitewashed” and “whole stones.” What’s the difference?
